DOF as the NDA

In the Philippines, the Department of Finance (DOF) serves as the NDA to the GCF.
As the NDA, DOF is tasked to:

  • provide strategic oversight in ensuring that GCF projects and other initiatives are aligned with national climate action plans, priorities, and frameworks;
  • engage and convene relevant stakeholders in identifying priorities for funding;
  • provide nomination letters for the accreditation of interested entities to be DAEs to the GCF;
  • implement the no-objection procedure on submitted proposals; and
  • communicate with public, private, and civil society stakeholders on any concerns related to the GCF, among others

The DOF works with AEs, in consultation with the concerned stakeholders, in developing and submitting project proposals for funding. There are currently two DAEs in the Philippines—the Landbank of the Philippines (LBP) and the Development Bank of the Philippines (DBP).
The International Finance Policy Office (IFPO) of the DOF is in charge of providing operational support in matters related to the GCF. As the NDA, the DOF implements a whole-of-nation approach in its review procedure before officially submitting any funding proposal to the GCF.
