Any Accredited Entity (AE) may submit a funding proposal to the Green Climate Fund (GCF) at any time or when GCF opens a request for proposals, which will be approved subject to the Fund’s process. The NDA provides guidance and assistance to AEs before proposals are sent to the GCF. Before working on a project proposal, concept notes may also be prepared to get initial feedback both from the NDA and the GCF Secretariat.
In the context of the Philippines, AEs may access funding by going through either of the two (2) approval process provided by the GCF :

2. Review of Concept Note and Funding Proposals | The NDA reviews and endorses the Concept Notes and/or Funding Proposals to the following agencies for comments and review:

3. Issuance of a No Objection Letter (NOL) | Should the agencies above endorse the concept note or funding proposal to the NDA, this becomes the basis for the issuance of NOL. The NOL signifies that the proposed project aligns with the country’s national climate strategies and priorities, and that there are no objections to the project being submitted for funding to the GCF.
