How to Apply

Any Accredited Entity (AE) may submit a funding proposal to the Green Climate Fund (GCF) at any time or when GCF opens a request for proposals, which will be approved subject to the Fund’s process. The NDA provides guidance and assistance to AEs before proposals are sent to the GCF. Before working on a project proposal, concept notes may also be prepared to get initial feedback both from the NDA and the GCF Secretariat.

In the context of the Philippines, AEs may access funding by going through either of the two (2) approval process provided by the GCF :

 

STEPDESCRIPTION
1. Submission of Concept Note (optional) and Funding ProposalAEs or EEs submit the concept note using the GCF template to the NDA.
2. Review of Concept Note and Funding Proposals

The NDA reviews and endorses the Concept Notes and/or Funding Proposals to the following agencies for comments and review:

  • Climate Change Commission (CCC): To ensure that the proponent’s program/project has an established climate change rationale that will be used to determine priority actions that need to be addressed and provided climate change adaptation measures;
  • National Economic and Development Authority (NEDA): To ensure that the proponent’s program/project is aligned with the Philippine Development Plan 2023-2028, including Chapter 15: Accelerate Climate Action and Strengthen Disaster Resilience).

    Note: For projects with an equivalent of Php2.5 Billion in Total Project Cost, these projects shall require ICC approval based on the ICC Memorandum dated June 27, 2017 . For this purpose, the proponent agency shall submit the ICC-required documentation based on the current ICC guidelines ; and

  • National Government Agencies (NGAs) are identified as EEs or implementing partners for program/project implementation.
3. Issuance of a No Objection Letter (NOL)

Should the agencies above endorse the concept note or funding proposal to the NDA, this becomes the basis for the issuance of NOL.

The NOL signifies that the proposed project aligns with the country’s national climate strategies and priorities, and that there are no objections to the project being submitted for funding to the GCF.

  1. AE develops a project proposal that aligns with the Philippine Country Program while considering the investment framework and requirements of the GCF.
  2. AE submits the project proposal to the NDA for comments and feedback.
  3. NDA provides comments and feedback based on the set No-Objection Letter issuance procedure.
  4. AE submits the funding proposal to the GCF while the NDA submits the No-Objection Letter directly to the GCF Secretariat copy furnished to the proponent.
